This item responds to recent legislation, Assembly Bill 1279 (Scott), that called for the Commission to conduct a study addressing the State’s need for education doctorate holders and its capacity to produce sufficient doctorates in education to meet the need.At this meeting, staff will present an update on the study activities already completed and outline those underway in anticipation that the report will be completed and presented to the Commission at the October meeting. Staff will address general issues of background, scope, methodology and topics covered in the report.

Presentation by Ted Sanders of the Education Commission of the StatesTed Sanders, newly appointed President of the Education Commission of the States (ECS), will discuss with the Commission some of the major educational issues facing the states, the current challenges facing ECS, some of the organization’s priorities, and his agenda as President for the organization’s future.
The Education Commission of the States is an interstate planning commission for education. ECS was founded in the mid 1960’s, largely in response to a unanimous vote at the 1966 National Governor’s Conference that called for a nationwide alliance for the improvement of education that included the active leadership and personal participation of governors. A bipartisan organization, its mission is to “help state leaders identify, develop, and implement public policy for education that addresses current and future needs of a learning society.”
