Executive Director Fox will discuss issues of mutual concern to the commissioners, including the recently released report, Measuring Up 2000: The State-By-State Report Card for Higher Education, published by the National Center for Public Policy and Higher Education, and California’s numerous testing efforts to assess student learning in both K-12 and higher education.

Each fall, the Commission’s Governmental Relations Committee discusses and adopts a set of legislative and budget priorities to guide its activities. This agenda item, Blueprint for Progress, outlines the proposed 2001-2002 legislative and budget priorities of the Commission. When adopted by the full Commission, this item will be circulated to the Governor and Legislature as a statement of the Commission’s recommended legislative and budget priorities. Presentation by Alex Saragoza, Vice President of UC Educational Outreach; Dorothy Perry, Chair of Board of Admissions and Relations with Schools (BOARS)

Vice President Saragoza will speak to the Commission about the University of California’s activities and issues related to outreach to elementary and secondary students in California. In addition, Vice President Saragoza will discuss the University’s recent proposal for a “third” path to admission to the University of California. Vice President Saragoza will be joined by Dorothy Perry, Chair of BOARS, who will provide the faculty perspective on the proposal.

Action Item The Production and Utilization of Education Doctorates for Administrators in California's Public Schools    (in PDF format)   Get Acrobat Reader

This report presents a study of supply and demand for practitioners in California public schools with a Doctorate in Education. Mandated by Assembly Bill 1279 (Scott), the study relates to the capacity of the State to meet its needs for doctoral holders in the public school system. Presenter: Marge Chisholm.

Recommended Action: Committee approval and Commission adoption of the report for appropriate transmittal.

This report provides a brief, general overview of the current structure of financial aid in California. The report is intended to respond to commissioners’ interest in California’s existing and revamped student financial aid programs. In addition to the staff’s presentation of the item, the Executive Director of the California Student Aid Commission, Wally Boeck, will provide a brief overview of the State’s Cal Grant Program at the Commission meeting. Proposed dates and locations for the Commission’s 2001 and 2002 meetings were presented at the October meeting. A final set of meeting dates and places are returned to the Commission for action. Presenter: Warren H. Fox.

Recommended Action: Commissioners will be asked to approve the proposed dates for the Commission’s 2001-02 meetings.
