This report on student access and enrollment demand was discussed as an Information Item at the Commissionís March 2004 meeting. An Executive Summary has been added and the budget figures contained in the report have been updated to reflect the Governorís May 2004 Budget Revisions. The report is submitted for final adoption. Commission Review of New Academic Programs Proposed by the California Community Colleges, the California State University, and the University of California, Academic Year 2002 to May 2004

The California Postsecondary Education Commission is statutorily responsible for reviewing and commenting on the need for new degree and certificate programs proposed by the public higher education systems. Among other important considerations, the review process is intended to safeguard the state against inefficiencies in the allocation of program resources. This report summarizes the results of reviews conducted during the period 2002 to May 2004. The long-range academic plans of the systems are also discussed. Presenter: Stacy Wilson.

Education Code 66903(f) requires new public institutions of higher education to be reviewed by the California Postsecondary Education Commission prior to their establishment. This report discusses the role of the Commission in reviewing new public universities, community colleges, and educational centers and describes recently approved campuses and educational centers. An Update on the Commissionís Information Collection and Dissemination Program

The Commission has collected and provided information about education ó particularly higher eduction ó for over a quarter of a century. This report presents a detailed profile of the Commissionís database, itís background, scope, and data elements. It also describes the critical issues facing the program in the immediate future. Speaker Presentation

Jack O'Connell, Superintendent of Public Instruction

Superintendent of Public Instruction Jack OíConnell will present to the Commission his High Performance High School Initiative. The Initiative would require public high schools students to complete the academic coursework that is required for admission to the California State University and University of California (ďA-GĒ requirements) in order to graduate.

Luncheon

Assemblywoman Carol Liu will be hosting a luncheon with Commissioners, legislators, and representatives from the Governorís Office during the noon hour at the Broiler Restaurant.

Staff will summarize the development of the 2004-05 State Budget, including the Governorís recent ďMay RevisionĒ of the proposed budget, the newly-released Higher Education Compact with the California State University, the University of California, and Legislative budget subcommittee actions on the higher education components of the Budget Bill AB 1800 (Oropeza). Update on the University Eligibility Study -- Next Steps

The 2003 University Eligibility Study was adopted by the Commission on May 21, 2004. This presentation outlines issues that have arisen subsequent to the adoption of the report. It also discusses areas which the Commission may desire to conduct further analysis. Presenter: Adrian Griffin.
