Item 6:
Implementing Policy Options to Strengthen the Nexus Between Postsecondary Education and Workforce Development
The Commission will receive an update on staff efforts to begin implementation of the policy options adopted at the December 2007, meeting to strengthen the nexus between postsecondary education and California’s workforce development needs. The report will include progress on initiating collaborative action with the California Labor and Workforce Development Agency to address one of the policy options. Analysis of which options would be most fruitful for the Commission to pursue, and potential resources to assist in pursuing them, will also be included in the report. (Action)

The Commission’s Teacher Quality Program: 2008 Initiative
The Commission will be briefed on the status and content of the 2008 Request for Proposals for teacher professional development grants in the Improving Teacher Quality Program. Staff will also provide an update on current Improving Teacher Quality projects and information on state and federal activity related to teacher professional development. (Information)

Item 8:
Using Educational Centers to Enhance Student Access and Success
The California Community College Chancellor’s Office is proposing revisions to the state’s Title 5 Regulations that govern the establishment of community college educational centers. This agenda item clarifies the Commission’s educational facility review process, and provides analyses supporting a recommendation that further study be undertaken jointly by the Commission and the Chancellor’s Office before these proposed revisions are finalized. (Action)

Beyond the Looking Glass: A Summary of Commission Performance Measures and Accountability in California Postsecondary Education
This item summarizes the Commission’s examination of performance measures over the past 18 months. It provides a policy context for the Commission’s work on assessing higher education performance. Major findings and lessons learned from this examination are highlighted in the report, and critical issues and questions for the Commission to consider are identified. The report also underscores the importance of California adopting a set of statewide goals for all of postsecondary education to assess performance. (Action)

Public Higher Education Performance Accountability Framework Report. Goal — College Readiness — Measure: Adult Basic Skills Proficiency Levels
This report examines adult basic skills programs in California as a measure of the Commission’s Performance Accountability Framework. This measure explores program funding and structure, enrollment and demographics, and to the extent data allows, program outcomes. This item was discussed at the Commission’s December 2007, meeting, and staff have incorporated changes to the report as requested by the Commission. (Action)

Lieutenant Governor John Garamendi, who is a member of both the University of California Board of Regents and the California State University Board of Trustees, will discuss his vision for making public college attendance more affordable. Lieutenant Governor Garamendi will also share his thoughts regarding the role he believes the Commission should play in this arena.
