Improving Teacher Quality 2008 Request for Proposals
The 2008 Request for Proposals (RFP) is a targeted initiative focused on increasing capacity for sustained
whole school efforts to reduce the achievement gap in elementary schools through the development of
teacher leaders. It includes a specific requirement for evaluation research to be incorporated within the
project structure.

If you are interested in submitting a proposal in this year's competition, it is highly recommended that you
attend one of our Technical Assistance Workshops. Two workshops will be held in the first week of April;
one in Orange County, and one in Sacramento.

Title II-A Formula Grants
Title II, Part A, Teacher and Principal Training and Recruiting is a federal categorical program that combines
the former Title II Eisenhower Professional Development and Title VI Federal Class-Size Reduction into one
program. The purpose of Title II is to increase the academic achievement of all students by helping schools
and districts (1) improve teacher and principal quality through professional development and other activities
and (2) ensure all teachers are highly qualified. Most California school districts are entitled to annual funding
based on a formula that includes poverty and population data. Annual entitlements for districts may be found at
http://www.cde.ca.gov/fg/aa/ca/titleii.asp

then on the “Schedule” under Entitlements on the next page. The schedule is listed in county order, and all
districts for the state are listed. These funds may be used for the same purposes as the Improving Teacher
Quality State Grants and may be used to augment state grant funds.
