3 Levels of Evaluation

  1. Program Level - (Professional Judgment/Clinical Model)

    • Major Question: How well does the program operate?
    • Criteria: Need, Audience, Resources, Process, Products
    • Techniques: Site Visits/Document Review/Participant Interviews

  2. Teacher - Participant Level - (Primary Audience Model)

    • Major Question: Are we creating better teachers?
    • Criteria: Content Knowledge, Pedagogical Skills, Attitude
    • Techniques: Surveys/Focus Groups/ Class room Observation/Pre-post
    • Instruments/Case Studies

  3. Student Level - (Secondary Audience Model)

    • Major Question: Is Student Performance Improving?
    • Criteria: Attitudinal Measures, Course Enrollments, Standardized Test Scores
    • Techniques: Surveys/Focus Groups/ Class room Observation/Pre-post
    • Instruments/Case Studies/Portfolios

Putting it all together: Quasi-experimental design needed to link
student performance with teacher performance and program performance
