Description: A code to represent the type of district.
Coding:   00 = Office of County Superintendent
  02 = State Board of Education (SBE) Charter
  03 = Statewide Benefit Charter
  20 = Child Care Food
  31 = State Special
  34 = Non-School Locations
  42 = Joint Powers of Authority (JPA)
  48 = Common Administration District (CAD)
  52 = Elementary School District
  54 = Unified School District
  56 = High School District
  57 = University of California
  58 = Community College District
  59 = California State University
  95 = Post-Secondary Institution
  97 = Out of State NPS
  98 = Regional Occupation Center/Program (ROC/P)
  99 = Administration Only (CDE)
