Report 10-02: Summary of the Governor’s Proposed 2010–11 Budget

This report describes the proposed 2010–11 state budget and presents budget policy recommendations adopted by the Commission. The proposed budget funds higher education very well in comparison to other public services. The report highlights the challenges faced by the state and its higher education systems in trying to serve greater numbers of students with fewer resources. The main finding is the need for California to resolve its ongoing mismatch between expected levels of public programs and services and the revenues needed to finance them. Of all the actions the Governor and Legislature can take to improve higher education, modernizing and improving the state’s revenue and expenditure structures will have the greatest long-term impact.
