The California Postsecondary Education Commission was directed by the Legislature in the 1988-89 Budge Act to assess the adequacy of the educational services for eligible legalized aliens seeking to gain permanent residency status under the provisions of the federal Immigration Reform and Control Act of 1986 (IRCA) and its State Legalization Impact Assistance Grants (SLIAG) Program. The Commission is to report (1) data regarding the number of individuals needing educational services in order to meet the federal requirements, (2) the supply and adequacy of the educational programs, and (3) recommendations for future educational funding. The Commission contracted with California Tomorrow -- a non-profit policy research organization with offices in Los Angeles and San Francisco -- to complete this project. California Tomorrow prepared this report in response to the budget directive. An Executive Summary on pages 1-12 of the report presents its primary findings and its nine principal recommendations. The seven major sections of the report then explain the origins of the projects, the educational services needed by California's eligible legalized aliens to meet the provisions of the 1986 Act, the actual supply of these services, and issues of quality assurance, the State's role in policy formation and coordination, and the adequacy of federal and State funding. The Policy Evaluation Committee of the Commission discussed a preliminary draft of the report at its January 23, 1989, meeting and the entire Commission approved a second draft at its March 17, 1989, meeting. The final version, published in May 1989, contains updated statistics that were unavailable earlier.
