Through Assemble Bill 1820 (Vasconcellos, 1987), the Legislature directed the California Postsecondary Education Commission to report annually from 1988 to 1994 on the development of "Human Corps" programs of volunteer student service at the University of California and the California State University.

This third report in the series summarizes information on student participation derived from surveys implemented by both universities and makes recommendations regarding the development and implementation of future surveys. On page 11, it discusses the problems faced by the University of California and the California State University because of lack State funding of their Human Corps programs, and it includes a recommendation that the Legislature and the Governor provide funding for segmental surveys. Attached to the report are documents from the State University that describe Human Corps activities on the various campuses as well as overall student participation.

The Commission adopted this report at its meeting on March 5, 1990, on recommendation of its Policy Evaluation Committee.
