The California Postsecondary Education Commission prepared this report pursuant to its responsibilities under Section 66904 of the Education Code to review proposals for new campuses and off campus centers submitted by California's public segments of higher education. Las Positas College began as an outreach operation of the South County Community College District in 1963 and grew into the Livermore Education Center in 1974, Subsequently, it was named by the Commission as one of a number of off campus centers that should be grandfathered into approval status by virtue of having been started prior to April of 1974. It was approved by the Board of Governors as the 107th campus of the California Community College system in 1988 but had not been previously reviewed by the Commission due to several circumstances, including the Commission's desire not to review any proposals until after the statewide long range planning process than underway by the Chancellor's Office of the Community Colleges was complete. As prepared by the South County district and the Chancellor's Office, the Las Positas College proposal is through and complete, and therefore the Commission recommends that the institution be approved as a full-service community college. The Commission adopted this report on the recommendation of it Policy Development Committee at its meeting on September 16, 1991.
