THE CALIFORNIA MASTER PLAN FOR HIGHER EDUCATION 1960-1975 is the foundation upon which the State's present world-class system of public higher education is founded. It is not an overstatement to say that this visionary plan, although put forward nearly 40 years ago in very different economic and social times, not only helped shape and determine the missions of the California Community Colleges, California State University, and the University of California but, in many ways, also helped open the door to a period of unprecedented economic growth and prosperity from which generations of Californians have since benefited.

Continued importance in meeting new challenges in higher education

The California Master Plan continues to remain relevant, not only as an historically significant document -- and as such, one still requested by educators and others interested in education issues from across the United States and around the world -- but also as an important benchmark in the continuing search for solutions to the challenges that face higher education in California today.

As the State's planning and coordinating body for higher education, the California Postsecondary Education Commission is vitally concerned with all of the issues now facing postsecondary institutions as the State grapples with an ever larger and more diverse demand for education and training beyond high school. For that reason, the Commission is planning now the postsecondary education options that will be needed in the next century.

This document contains a reprint of the original Master Plan as released in 1960 by the State Department of Education. Although long out of print, the Commission has periodically reprinted the Master Plan in order to meet public demand for this important document. This issue continues that tradition and public service. By necessity, the original document has been photocopied and enlarged and the quality of the print suffers some. However, in this edition, the type has been enlarged for easier reading. I sincerely hope you find it useful.
