Item 2:
Legislative Update, March 2009
This item discusses bills being tracked by Commission staff. Staff will present an analysis of bills introduced after the special Commission meeting on February 11. The Commission will consider adopting positions on these bills. The Commission will also consider changes in positions on other bills due to amendments made after the February 11 meeting. The Commission will vote on this item.

Item 4:
An Analytic Method for Measuring Student Academic Preparation by School and Gender
In December 2008, Commission staff provided a progress report on an analytic method that is being developed to assess student preparation for college. Staff will discuss how that method could be used to measure preparation for college by school and gender.

Access and Equity for all Students: Students with Disabilities
The report provides an update on current research on the programs and services provided to students with disabilities in California colleges and universities. An expert panel of speakers will offer insight on services provided to students and additional needs that may lead to possible policy options.

Item 6:
Proposed Revisions to the Commission’s Guidelines for Approval of Community College Centers
Staff will present recommended changes to the Commission’s educational center approval criteria which will make guidelines consistent with the revised Title 5 Regulations. The recommendations were presented as an information item at the December 2008 Commission meeting. The Commission will vote on this item.

Item 7:
Making Sense of the Nursing Education Crisis in California: A Program Planning Study Prospectus
California’s higher education systems offer programs in nursing at a variety of different levels. Staff will present a proposal for a statewide planning method to assess what specific nursing supply issues are being addressed by each higher education system, the adequacy of the current mix of nursing programs, and how programs should be expanded across higher education systems to meet labor market needs.

Completing the Affordability Picture: The Need for More Data on Financial Aid
This report examines availability of student financial aid data. A fragmented system of data sources limits the ability of Commission staff to conduct in-depth research on college affordability and student debt. Commission staff are exploring the possibility of obtaining access to more financial aid data.
