Item 4:
Review of a Proposal to Establish a School of Law at the University of California, Irvine
In September 2006, Commission staff considered a proposal to establish a School of Law at the University of California, Irvine. Following a preliminary finding of non-concurrence, UC Irvine and the UC Office of the President submitted supplemental information in response to concerns raised by staff. This report contains a final analysis of all proposal information and supporting documents.

Item 5:
Improving Teacher Quality (ITQ) Program Status Report
This report updates the Commission on current grant projects funded through the Improving Teacher Quality State Grants Program. These include grants targeted to academic literacy in secondary education and to the retention of science and mathematics teachers. The Commission will also receive information on plans for the 2007 competition process, which will focus on teacher professional development in the early elementary grades.

Presentation by Allan Zaremberg, President and CEO, California Chamber of Commerce
Mr. Allan Zaremberg, President and CEO of the California Chamber of Commerce, will discuss his perspective on the role of postsecondary education in workforce development. In particular, he will note the gaps that employers and industry leaders see between workforce needs and what postsecondary education provides to its students. Mr. Zaremberg will also provide an overview of a study underway by the California Foundation for Education and Commerce and any findings, if available.

Challenges and Solutions Regarding Community College Service in Rural and Remote Areas: A Progress Report
This agenda item provides a progress report on the Commission’s advisory committee that is examining community college services in rural and remote areas of the state. Two policy solutions under consideration by the committee are discussed. The item also describes a focus-group research protocol that is being developed to elicit student input.

Item 10:
The Nexus Between Postsecondary Education and Workforce Development: A Progress Report
This report discusses the status of the third paper in the Commission’s ongoing research study of the nexus between postsecondary education and workforce development. It identifies the main questions that will underlie the paper, which looks at what postsecondary institutions are doing to carry out their role in workforce development. It also discusses a report that will accompany the third nexus paper, exploring how postsecondary institutions are doing on accountability measures that relate to preparing future workers.

Presentation by John Douglass, Senior Research Fellow, Center for Studies in Higher Education
Dr. John A. Douglass, a Senior Research Fellow at the Center for Studies in Higher Education, will offer an overview of California higher education from an historical and global perspective. He will offer a brief assessment of the successes and problems with California's higher education system, options for the future, and the interplay of global competitors. His presentation will in part reflect the concluding chapter of his new book, The Conditions for Admissions: Access, Equity and the Social Contract of Public Universities.

California Higher Education Accountability: Goal – College Access and Preparation Measure: Direct College-Going Rates
College-going rates—defined as the percentage of students who enter colleges and universities shortly after completing high school—are an important measure of how well California is doing in providing students with the opportunity to continue their education after high school. Staff will present an analysis comparing college-going rates for different ethnic groups and comparing California with other states.

California Higher Education Accountability: Goal – Student Success Measure: Full-Time/Part-Time Ratio
This report examines the ratio of part-time students to full-time students enrolled at the University of California and California State University and the trends in enrollment over the past five years. It also discusses the fiscal impact part-time enrollment has on both the state and the individual student.

California Higher Education Accountability: Goal – Student Success Measure: California Community College Two-Year Degrees, Conferred Certificates and Successful Transfers
This report examines degree and certificate attainment and transfers into the California State University and the University of California for a selected group of first-time freshmen in the California Community Colleges. It is the first in a series on this accountability measure and is presented as part of the Commission’s “Accountability Framework” for California postsecondary education.
