May Revision to the Proposed 2007-08 State Budget: Summary
Commission staff will present a summary of the May Revision of the Governor’s proposed 2008–09 state budget. Staff will also provide an oral update to the Commission on recent developments in the budget process.

Item 5:
Update on the Commission’s Improving Teacher Quality Grants Program
This report will provide an update on the current competition for teacher professional development grants in the Improving Teacher Quality program. The report will include how many proposals were received in May 2008 and how the process of evaluating them for funding will be carried out through the summer, with grants to be awarded in the early fall. (Information)

Who Can Afford it? How Rising Costs are Making College Unaffordable for Working Families
Staff will present a paper comparing trends in college costs with trends in income. This shows the way in which rising costs have affected college affordability for different segments of the population. (Action)

Item 7:
An Analytic Method for Measuring Student Academic Preparation
Preparation for College is the only goal in the Commission’s performance assessment framework where precise measures have not been adopted. This agenda item discusses a statistical procedure used by staff to derive a valid measure of student preparation. The measure is based on the proficiency scores of high school students in various college preparatory subjects. Preliminary results indicate that the measure correlates slightly better with university freshman persistence rates than does the Academic Performance Index (API). (Information)

This annual report provides a summary of program planning and review activities conducted by the Commission in the 2007–08 academic year. The long-range academic plans of the public higher education systems are also summarized and discussed. (Information)

Presentation by John Vasconcellos
Former Senator John Vasconcellos, the author of the Commission’s original enabling legislation, will address the Commission on the need for a new review and update of the state’s Master Plan for Higher Education. Mr. Vasconcellos will also discuss the work of his foundation that focuses on The Politics of Trust.

Presentation by Marilyn McGrath, CPEC Representative for Commission on Teacher Credentialing
Marilyn McGrath, the Commission’s representative to the Commission on Teacher Credentialing (CTC), will speak on recent initiatives undertaken by the CTC. Ms. McGrath will also discuss how CPEC’s work coincides with that of the CTC.

This presentation will highlight results achieved by with California ENLACE’s work on policy, family and parent engagement, and student academic achievement over the past three years. Speakers will highlight strategies undertaken, partners involved in the work, impacts achieved and plans for sustainability. Presenters: Sara Lundquist, Ph.D., Vice President of Student Services at Santa Ana College and Director of California ENLACE; Claudia Martinez, Acting Director, Academic Preparation, UC Santa Barbara; and Rosa Harrizon, Founding Member, Padres Promotores de Educación.
