Access and Equity for All Lesbian, Gay, Bisexual and Transgender Students
This is the final report in the Access and Equity for All Students series on lesbian, gay, bisexual and transgender students. The report offers policy recommendations that would help these students, including enhanced data collection, professional development, and student services. The Commission will vote on adoption of this report.

Access and Equity for All Students with Disabilities
This is the final report in the Access and Equity for All Students series on students with disabilities. The report offers policy recommendations including changes in campus climate, staff and faculty development, alternative instructional materials, and improved student services. Item 9:
Program Planning and Review to Promote Responsiveness to Public Needs, 200809
This annual report provides a summary of program planning and review activities in the 200809 academic year. These activities include an extensive review of a proposal for a nursing school at UC Davis, and independent reviews of 21 additional program proposals. Staff will also report on updated program review agreements between the Commission and the higher education systems to enhance the review process.

Presentation by Marilyn McGrath, CPEC Representative for Commission on Teacher Credentialing
Ms. McGrath will speak on the current work of Commission on Teacher Credentialing and identify issues of interest to the Commission. Due to her election as President of the California Association for the Education of Young Children, Ms. McGrath is stepping down as CPECs representative and will recommend issues that her successor might pursue.

Presentation by Hal Plotkin and Barbara Illowsky, Foothill-De Anza Community College District
The Open Educational Resources (OER) movement is to provide accessible and culturally relevant open and free textbooks for students. This presentation will provide an overview of the national and global OER movement, its accomplishments thus far, and plans for the future. It will also present local and state support for OER and highlight the Community College Consortium of OER which includes 94 community colleges.
