Rick Miller is the Deputy Superintendent for Policy Development and External Affairs in the California Department of Education (CDE). He develops policy recommendations on ways to improve student achievement in California, focusing on such areas as narrowing the achievement gap, identifying best practices, and developing strategies to better share solutions with practitioners. Deputy Superintendent Miller also oversees the Office of Communications and is responsible for all CDE publications. Before coming to CDE, he worked at Microsoft Corporation developing communications strategies on privacy, security, and corporate image from 1999 to 2003. From 1997 to 1999, he served as a communications advisor to the Chancellor of the California State University. He previously spent five years at the U.S. Department of Education in Washington, D.C. where he served as Press Secretary to Richard W. Riley, Secretary of Education in the Clinton Administration.
